Build a Heat Preparedness Plan

First, review and update your Heat Illness Prevention Program annually. Regulations change, and your operations may have evolved since last summer. Identify both indoor and outdoor jobs with elevated heat exposure, and evaluate specific work tasks and schedules during high heat periods.

Ensure that all workers have immediate access to water, shade, cooling areas, and adequate recovery breaks. Finally, train supervisors and employees to recognize the early symptoms of heat exhaustion and heat stroke, and ensure they know how to respond quickly in an emergency.

Requirements Vary By State

Compliance is not a one-size-fits-all endeavor. California, Nevada, Oregon, Arizona, and New Mexico each have different regulatory requirements or enforcement expectations for heat illness prevention. Multi-state employers must ensure their programs comply with the specific rules applicable to each work location.

State Regulatory Trigger Thresholds
California 80°F and above, with added requirements above 90°F
Nevada 90°F and above as well as heat hazard assessments
Oregon 80°F heat index with additional mandatory protections at 90°F

Note: These requirements apply to both indoor and outdoor environments. Employers in Arizona and New Mexico are subject to OSHA’s General Duty Clause regarding heat hazards.

What is the difference between heat exhaustion and heat stroke?

Heat exhaustion is a milder form of heat-related illness characterized by heavy sweating, weakness, cold/pale/clammy skin, fast but weak pulse, nausea, and fainting. Heat stroke is a severe medical emergency where the body loses its ability to sweat and cool down; symptoms include a body temperature above 103°F, hot/red/dry skin, rapid/strong pulse, confusion, and loss of consciousness. Heat stroke requires immediate medical attention.

Do indoor workers need heat illness protection?

Yes. Many state regulations, including those in California, Nevada, and Oregon, apply to both indoor and outdoor work environments. Indoor spaces such as warehouses, manufacturing facilities, commercial kitchens, and laundries can reach dangerous temperatures, especially if they lack adequate ventilation or air conditioning.

What should a basic heat illness prevention program include?

A compliant program generally must include provisions for providing adequate drinking water, access to shade or cooling areas, designated recovery breaks, emergency response procedures, and comprehensive training for both employees and supervisors on recognizing and preventing heat-related illnesses.
